He angitūtanga : The opportunity

Our Infrastructure and Environmental Services department has a brand-new opportunity for a Senior Investment Programmes Lead to join our Development Programme Office.

You will contribute to our programme and business case approach by working closely with our city centre communities to deliver on the City Centre Masterplan - the strategic vision for the city centre.

In this position you will be responsible for ensuring that our plans are cohesive, decisions are evidence-based, economically sound, demonstrate value for money and contribute to achieving strategic outcomes.

You will support or lead workstreams as part of the development of programmes and complex business cases, often with a focus on the benefits of investing in infrastructure,in the city centre.

Part of this will be leading benefits identification and putting in place robust monitoring and evaluation programmes.

You can also expect to :

  • Support the planning and prioritisation of investment by identifying what the city centre needs to remain a place of choice for business, education and visitors,
  • Develop clear project scope and establish clear outcomes and benefits,
  • Develop and manage contractual agreements between council and contractors,
  • Identify key benefits and measures, baseline data and assumptions in the city centre.

    To be successful in this role you will have a background in similar project or programme positions, ideally from within large and complex organisations.

    A good understanding and knowledge of local government legislation, council practices and constraints will be extremely beneficial.

    You will have demonstrated experience in building strong relationships, providing quality advice, analysis and recommendations, paired with an ability to identify opportunities and gaps and take ownership of tasks from concept to completion.

    We will also be looking for experience in :

  • An interest and understanding improving social and environmental outcomes,
  • Examples of where you have achieved successful outcomes in a complex stakeholder environment,
  • Infrastructure and public realm development,
  • Procurement, contract and financial management,
  • Benefits management or working with key performance indicators.
