In order to meet the needs of our growing population, Tauranga City Council (TCC) has recently changed our structure and the way we deliver projects.

Subsequently, we have a number of key vacancies available. Critical to the success of our new structure will be the formation of the Capital Programme Assurance Division (CPAD).

We are looking for a Manager with an established track record who will establish this division for TCC.

As a TCC employee you would be part of the team contributing to the transformation and delivery of the long-term vision and large infrastructure programme for our city.

As Manager : Capital Programme Assurance Division you will establish and lead a team which will provide direction, assurance, frameworks, rigor, planning and reporting that supports the organisation to effectively prioritise and manage the delivery of its project investments across all groups.

You will not be directly delivering projects, rather, your priority will be establishing and leading a division which will drive efficiencies in programme / project delivery and governance.

Your success, in both establishing and leading the division which provides frameworks and best practise for our delivery teams, will be critical to success of project delivery at TCC in the years ahead.

You will achieve this through the development and implementation of programme and project management best practice methodologies, reporting, financial and performance standards, improving utilisation of resources and successful outcomes.

Whilst the CPAD model is broadly defined this is an exciting opportunity for an experienced individual to make their mark in this role to make it a success.

To thrive in this role, you will have / be :

  • A proven track record establishing a (or a number of) CPAD or EPMO across complex and diverse organisation(s)
  • Professional Certifications in Programme and / or Project Management
  • A recognised leader in this space
  • Strong experience supporting decision making and governance through designing, forming and implementing appropriate frameworks and processes
  • Established change management skills, the ability to create a case for change that is well understood
  • 10 - 15 years' experience in managing portfolios, programmes and projects
  • A minimum of 10 years leadership at a senior management level coupled with a history of developing and maintaining high performing teams
  • Proven experience of translating goals into operational roadmaps and engaging teams to achieve road map milestones
  • Demonstrated experience working with a diverse range of stakeholder groups
