Salary : $130,000 - $140,000 (depending on experience)Kōrero mō te tūranga About the roleCCDHB and HVDHB are developing and implementing a health system that best meets the needs of our people and communities.

This means applying our resources in the most effective manner to achieve equitable health outcomes and to advance improvements in health outcomes.

The Strategy, Planning and Performance teams drive the 2DHB vision, collaborates and cooperates across Hutt Valley and Capital & Coast DHBs to create real, sustainable change for our communities, families and whānau.

  • Our Mental Health and Wellbeing function designs and implements pro-equity, whole of population system of care to support the mental health and wellbeing of the people across our population through;
  • Commissioning and designing equitable mental health and addiction services, Establishing locality-based networks to redevelop community mental health and addiction in partnership with our providers and focusing on developing and strengthening kaupapa Māori mental health services.The Programme Manager will :

  • Work with the Executive Directors, MHAIDS, GM Commissioning Strategy Planning and Performance Mental Health and Addiction, and other key groups, including Non-Governmental Organisation leads and lived experience to co-design and coordinate programme(s) of work aligned with the transformation programme objectives in the Mental Health and Addiction Commissioning workstream.
  • Support foundational programmes of work by aligning project and programme activity in order to ensure a whole of system approach to achieve transformational change that is focused on health outcomes in our communities
  • Be accountable for coordinating work programme activity, ensuring;
  • Alignment with the overall transformation programme of work both existing and planned
  • Alignment with MHAIDS and 3DHB strategic objectives
  • Pro equity principles are applied effectively at a programme and project level
  • A whole system view is taken to identify service gaps across the continuum of care, to provide input to plans for investment and alignment of services
  • short-, medium- and long-term impacts of the programme are considered
  • Planning and project implementation milestones, Risks, Benefits and Resources are effectively managed.
  • The need for specific service change and effective planning, and management is identified and resourced.Moū About youTo be successful in this position, you will have;
  • Experience successfully designing and implementing programmes in a complex health environment,
  • Large scale and complex change management experience across multiple organisations, including external service providers and communities.
  • Experience partnering with Māori to uphold our obligations under Te Tiriti o Waitangi
  • Ability to identify opportunities to apply pro-equity principles, ideally having worked in or with one or more of our priority communities - Māori, Pacific peoples and Disabled people,
  • Ideally has experience working in the Mental Health and Addictions sector,
  • Experience with codesign methodologies and working with mental health and addiction lived experience input as well as cultural input would be an advantage,
  • Project reporting and monitoring experience
