The New Zealand Government has partnered with the Government of Tuvalu to provide a Technical Advisor who will provide contract management advisory services to the Tuvalu Central Contract Management Unit in Tuvalu within the Ministry of Finance The Contractor Technical Advisor will be employed and managed by the Ministry of Foreign Affairs and Trade and will report to the Ministry of Finance s Permanent Secretary and support a team of counterparts They will have an indirect reporting relationship to the Ministry of Foreign Affairs and Trade Development Officer on the Tuvalu programme in Wellington Some of the key functions of this role include Support the maintenance of a contract register for monitoring active contracts and support line ministries on contract management systems Develop local capability in managing contracts including tracking of major receipts for the Government Support local governance processes This opportunity will appeal if you have Experience in advising mentoring motivating and transferring skills to staff and stakeholders in a Pacific Small Island Developing States context A tertiary qualification from a recognised academic institution Relevant work experience in a contract management role such as purchasing or contracting Political sensitivity and stakeholder engagement ability to interact with key public sector staff and adjust approach to obtain outcomes An understanding of all aspects of contracting process and good commercial sense Selfmanaging and proactive thinks ahead and able to manage the workload of the Activity Experience developing negotiation strategies that minimize potential losses and benefit for the Government sector A high standard of analysis planning financial management and reporting A flair for transfer of skills and knowledge to counterparts including in crosscultural contexts Be fluent in English both in written and oral contexts Strong relationship building skills and is able to interact confidentially with senior level officials as well as facilitate or participate in meetings with key stakeholders Working closely with the Permanent Secretary Deputy Secretary Director of Budget Planning and Aid Coordination Ministry of Finance staff and other stakeholders you will be required to build positive and productive relationships You will have the ability to be politically sensitive and recognise the importance of stakeholder engagement be selfmanaging and work independently be highly organised have selfmotivated structured programme and reporting work habits and understand and respect the culture and diversity of the environment This role will appeal if you are interested in being part of a programme that directly contributes to the enhancement of local communities in Tuvalu The initial assignment will be for a period of up to 8 months in country with an opportunity to extend for an additional 3 months Closing date for applications 5 00pm NZ Time on Thursday 19th March 2020 Hudson Recruitment has been engaged to manage this procurement process Please refer all correspondence queries or requests for more information instructions on how to apply please note that I am unable to accept your application via email and a copy of the full Role Description to Rebecca Wilson Principal Consultant Hudson Wellington New Zealand Office 64 4 917 9200 DDI 64 4 917 9270 Cell 64 21 429 154 Email rebecca wilson hudson com
