National Manager Emergency Management and BC

  • A unique opportunity exists for an experienced Emergency Management practitioner to lead the Ministry’s Emergency Management and Business Continuity Group responsible for management of MSD’s emergency and business continuity functions and external responsibilities under the National Civil Defence Emergency Management Plan 2015.

    The reason for the fixed term is due to the incumbent transitioning to a remote role that will support the National Manager, but we need a permanent presence in Wellington.

    The position holder will be responsible for leading and strengthening the Ministry’s emergency management arrangements across New Zealand, working alongside business groups, service lines and social sector partners.

    You will have the ability to build and maintain relationships and networks at both national and regional levels. You will be required to provide effective leadership of work programme priorities and support others to achieve high levels of performance.

    This includes building the capability of those in key roles through a programme of training, education and awareness. In an emergency you will be responsible for assuming the role of Incident Controller managing a range of response activities including the National Coordination and Support Centre.

    Ideally you will have :

  • Proven leadership at a senior level
  • Experience in NZ emergency management frameworks and systems
  • Experience in leading and managing the achievement of high-performance levels.
  • Proven experience in internal and external (cross agency) stakeholder management
  • Excellent communication skills
  • Experience developing and implementing effective strategies and plans
  • This is a specialist role for a proven high performer in this field. The successful candidate will have strong people skills coupled with a high degree of resilience.

    A responsive, proactive and pragmatic approach is required.

    The role includes the requirement to be on call as part of a shared duty roster. A current driver’s licence and ability to drive Ministry (or rented) vehicles is required.

    The successful applicant will need the ability to obtain and maintain a Secret Security Clearance.
