About the role

The Corrections Act (section 172 (1)(ii) states whether or not that security contractor is complying with that contractor's security contract and with the provisions of this Act, any regulations made under this Act, and any instructions issued under and is taking into account any guidelines issued under section 196.

The Corrections Act (Section 199E (7) states that The Chief Executive must ensure a regular change of the monitor or monitors appointed under subsection (1) in respect of each contract prison'.

Employment to this position is on the condition that there will be periods of time that the person will be seconded to an alternative position within the Department or a mutually suitable secondment externally i.

e. private prison, another Government Dept.

The Monitor is a statutory role and responsible through to the Chief Executive for :

  • the timely and effective assessment and review of the contractual outcomes in prison operations; and reporting on the contractual outcomes (management) of the services including whether or not the Contractor is complying with the Contractor's management contract and with the provisions of the Corrections Act 2004 (Act), any regulations made under the Act, and any instructions or guidelines issued by the Chief Executive under Section 196 of the Act which are applicable, or any other Act or requirement as may be applicable.
  • The salary range for this role is $101,148 $ 142,798 and appointments are made based on skills and experience relevant to the role.

    Mōu About you

    The Public Private Partnership team, who are part of our Infrastructure and Digital Assets Group, have an internal secondment opportunity for someone to join the team as a Monitor.

    In this pivotal role you will provide assurance over contractual and legislative compliance of major suppliers delivering frontline services within a prison environment.

    This includes private prisons, prisoner escorts and court custodial services.

    You will utilise your management skills to develop and deliver risk assessments, assurance plans, and assurance tools, and undertake investigations resulting from incidences, as required.

    This role also has accountability for undertaking high level qualitative and quantitative analysis of contractor performance to identify trends, anomalies or exceptions that will contribute to regular executive level reports and environmental updates.

    To succeed as a Monitor, you will be able to demonstrate political savvy and the ability to effectively manage working relationships at all levels both internally and externally. You will also have :

  • Proven experience at management level in a role requiring the implementation and maintenance of processes to ensure compliance with legislation, policy, and procedures.
  • Ability to think conceptually, making the connections between contractual strategy and policies and the monitoring systems and processes that underpin day-to-day service delivery.
  • Demonstrated resilience to external and internal influences and pressures.
  • Familiarity with the Treaty of Waitangi and its application to the work of government agencies.
  • Experience in analysing quantitative and qualitative data and in undertaking investigations and providing reports and feedback.
  • Ability to work within clearly defined boundaries and to handle confidential and sensitive material with integrity.
  • Strong organisational skills and ability to effectively prioritise work to meet competing deadlines.
  • A current (clean) drivers' licence is also essential. Travel will be required in the wider Auckland and Northern region, as well as travel to National Office in Wellington for key meetings.

    Prisons are a 24 / 7 operation and therefore may require the Prison Monitors to undertake work on a Saturday or Sunday on occasions, to meet the responsibilities of the job.
