Job Description
The Spatial Planning Act (SPA) policy unit is seeking expressions of interest for multiple Analyst one-year secondment or fixed term positions to 30 June 2023.
These are exciting roles offering a unique opportunity to work as part of a strong multi-agency and multi-disciplinary team to deliver and implement a major policy reform project.

The SPA is one of the Acts replacing the Resource Management Act 1991 (along with the Natural and Built Environments Act and the Climate Change Adaption Act).
Its focus is to facilitate regions taking a longer term, integrated view of their growth, development, environment aspirations and challenges through the creation of regional spatial strategies (RSS).
It is a cross-cutting and novel piece of legislation and will form a new part of Aotearoa New Zealand's Resource Management system.
To oversee the development and implementation of the SPA, an interdepartmental executive board comprising Chief Executives from the Ministry for the Environment, the Treasury, Ministry for Housing and Urban Development, Ministry of Transport, Department of Conservation and Department of Internal Affairs was set up under the Public Service Act 2020.
The SPA policy unit is responsible for developing and implementing the SPA and reports to the Board. The unit is a highly supportive and collegial team, comprised of senior public servants from seven agencies.
It is hosted by the Ministry for the Environment and works closely with Ministry for the Environment teams responsible for wider resource management reform.

Following the completion of the main policy development process in 2021 / 22, the unit is expanding to support the implementation phase of the reform programme.

These roles would suit experienced policy professionals who :
Familiarity with RM system and National Direction would be an advantage. Experience in Climate Change policy or National infrastructure would also be an advantage.
