Role type : Full-Time PermanentLocation : WellingtonSalary band : $150,287 to $203,330 per annum, dependent on skills and experience of the successful applicantKōrero mō te tūranga - About the RoleNew Zealand Food Safety (NZFS) is a branded business unit within the Ministry for Primary Industries (MPI).

The work we do as NZFS, and through our leadership of the wider food safety system, strongly contributes to our country's public health, economic, and wellbeing outcomes.

Historic and recent food incident responses and new and emerging food safety risks have highlighted the increase of risks and threats to the food safety system which continue to evolve in complexity, incidence, and severity.

This is a unique and exciting brand-new opportunity for an exceptional people leader to join NZFS and to build and lead a team of experienced specialists responsible for ensuring NZFS is able to prepare for, respond to and recover from food safety incidents and responses.

This includes partnering with internal MPI readiness and response teams, compliance, and market access, along with external stakeholders and National Security System partners, to support the on-going development and refinement of capability and capacity.

The NSFS Readiness and Response team not only looks at readiness and incident response maturity for food safety issues, it also considers food defence and food fraud incidents, and continually horizon scans to ensure NZFS and MPI are poised, no matter the threat or evolving risk landscape.

The function is future-focussed and readiness orientated, ensuring that NZFS is adequately prepared, postured and organised to provide timely, high-quality and evidenced based advice, in a plain-English, no matter the incident or operating environment.

Establishment of an enduring and agile framework, that works for all NZFS system Directorates, is a key outcome of this function.

The function will bring generalist, organic, readiness and response capability to NZFS, and be the bridging medium to other emergency, response and business continuity teams in MPI, along with wider all-of-government emergency and industry incident management functions.

Mōu - About You To be successful in this role you will have :

  • Tertiary qualifications in Emergency Management or relevant discipline
  • Significant experience leading incidents and responses under the Coordinated Incident Management System (CIMS) or a comparable framework for emergency management
  • Significant experience working in CIMS control function roles, particularly Controller and / or Response Manager
  • Sound knowledge and understanding of New Zealand's National Security System framework, including domestic and international dimensions of disciplines relevant to Ministry for Primary Industries' responsibilities
  • Extensive experience of making operational decisions with incomplete information in a high pressure and complex environment
  • Experience in management in a New Zealand government agency
  • Experience in managing relationships with a diverse range of external stakeholders in ambiguous environments
  • Significant experience developing strategies and plans to ensure services are delivered in accordance with legislative frameworks and on time (including implementation, monitoring and review)
  • Experience working collaboratively across organisations and with people with different skills and experience working with Senior Managers and Chief Executives, and
  • Experience in people management and development. Demonstrated ability to find common ground and solve problems for the good of all, represent his / her own interests and yet be fair to other groups, solve problems with peers with a minimum of noise, gain trust easily and support peers and encourage collaboration.

  • most preferably a NZ citizen who has resided continuously in NZ for at least the last ten (10) years, OR
  • is a citizen of, and / or has resided continuously in one or more of the following countries for the last ten (10) years : either Australia, Canada, NZ, UK or the USA;
  • and has a background history that is verifiable and can be assessed as appropriate by the NZSIS towards a recommendation of suitability for a security clearance at a higher level.
