About the role

The Mycoplasma bovis (M. bovis) Directorate in Biosecurity New Zealand delivers the M. bovis eradication programme. It was established in 2018 and is co-funded, governed and delivered through a Government Industry Agreement (GIA) between MPI and its industry partners - DairyNZ and Beef+Lamb NZ.

Working closely with our industry partners, we have a strong focus on delivering the diseaseeradication effort, while reducing the impacts on farmers and their whānau and making sure we take the lessons learned from M.

bovis into strengthening New Zealand's biosecurity system.

The Programme Services Group supports the Directorate by delivering functional and technical support across the Directorate in a wide variety of functions.

We are the fixers and go to people when other groups encounter a problem or a roadblock. We support with responsibility for : Finance, Commercial Management, Programme Support, Project Management, Health, Safety & Wellbeing, Process Improvement and we also have to remain responsive to the changing needs of the business as it shifts.

This role will work across the various functions and groups within the programme to ensure we are providing the best service for the Directorate to achieve the best possible outcomes for all parties involved.

You will have licence to roam with a mandate to enquire, investigate, solve and assist.

Reporting directly to the Manager Programme Services you will work closely with the Leadership team and other managers to improve performance and achieve the Directorate's strategic goals.

You will support the Manager Programme Services by :

  • Providing strategic advice to the Manager and Leadership team on ways to monitor, evaluate and improve performance.
  • Providing analytical support to drive better performance and reporting across the differing functions and teams.
  • Investigating trouble areas and finding solutions and areas for improvement.
  • Providing advice, support, and awareness across the Directorate to improve decision making.
  • Embed yourself within other teams to assist with delivery of critical functions and provide temporary relief during high load situations.
  • Lead the delivery of key reporting including gathering information from across the directorate and presenting this to management.
  • Assisting with projects where applicable, managing milestones, finances, deliverables, and contractors
  • Contributing to specific pieces of work as delegated by the manager, providing analytical thought leadership, taking accountability to plan the work, and providing day to day guidance to other staff.
  • Drafting of and contributing to papers as and when appropriate
  • To be successful in this role, you'll ideally bring the following :

  • A relevant tertiary qualification or equivalent knowledge, skills and experience in business, project, finance, agricultural, research, science, health or other related field / s.
  • Proven ability to quickly establish and maintain effective relationships, using influencing and persuading techniques to build confidence
  • Experience working in a similar role (that involved analysis, internal consultation and engagement, and interaction with / providing advice to decision makers) in the public sector.
  • An understanding of how a government agency functions and key government processes, including the accountability cycle for departments and requirements for non-financial reporting within that cycle.
  • Experience preparing reports and other written communication for senior leaders.
  • Experience working with senior managers and senior leaders.
  • Able to think strategically and take a broad system view
