About the Role

The role is to lead improvement in MPI's people capability and ensuring the regulatory processes across MPI are of sound quality and meet government requirements and expectations.

There are two key parts to the role :

  • Improving Policy and Trade's people capability. This will see improvement both in the technical quality of policy and trade advice, and in other capability areas identified by leadership.
  • This will involve working with central training functions, and central agencies focussed on policy quality (such as DPMC's policy project).

  • Leading development of MPI's regulatory stewardship Strategy, and conducting periodic assessments of regulatory systems MPI is responsible for.
  • This includes leading processes for minor updates to regulatory systems that require legislative change.

    Mōu - About You

    You will enjoy leading continuous improvement in a capability and regulatory assurance function. You will need to demonstrate ability to lead a team that both gets into the detail of complex systems, but also works at the system level to identify opportunities and challenges. Ideally you will :

  • Be very familiar with the machinery of government and how a policy function works.
  • Be able to develop and progress a programme of capability development and improvement, and manage the interactions of this programme with other systems.
  • Understand regulatory systems, and be able to work with system owners to define and assess their effectiveness.

    Policy & Trade provides sector-wide strategic thinking as well as policy, and trade advice and analysis to the organisation and Ministers.

    The Branch incorporates international and market access functions and it leads MPI's involvement in New Zealand's trade system.

    It also oversees government-to-government relationships to maximise export opportunities. It focuses on sustainable economic growth, resource management, rural communities and the contribution of the food and fibre sector to the economic performance and well-being of New Zealand.

    The Branch is responsible for maintaining a large suite of legislation and regulations. It also provides advice on international agreements, industry structure and performance, food safety, animal welfare, biosecurity, forestry, fishing, resource management and climate change.
