About the role

The Seniors Policy Manager is a newly established permanent role. This is an opportunity for you to bring your policy leadership, critical thinking and people management skills to support the Ministry to make the future better for older New Zealanders.

We are looking for someone with excellent relationship management and leadership skills, proven ability to effectively build and lead teams, work collaboratively leading through influence and the political nous to effectively navigate complex issues in a dynamic policy environment.

As the Seniors Policy Manager, you will be responsible for leading a team that focuses on policy advice to improve the wellbeing of current and future older people / kaumātua.

The team's vision is that older people / kaumātua have a standard of living that allows them the independence to participate in New Zealand society.

The team is responsible for policy development and advice on a range of retirement income and social policy issues relevant to older people, playing a key role in implementing the Better Later Life He Oranga Kaumātua 2019-2034 strategy.

The team has specific policy responsibilities relating to New Zealand Superannuation, the Residential Care Subsidy and the SuperGold Card.

You will need to ensure that the team delivers timely and quality policy advice to the Minister for the Social Development and Employment, and Minister for Seniors.

You will also need to engage with stakeholders across MSD, the wider public service and others. The work programme contributes to the broader objectives of the Policy Branch, the work of the Ministry and the priorities of the Government.

You will be responsible for leading a team of Senior Analysts and Analysts using a matrix management approach with the Manager for International Policy.

You will also work closely with the Office for Seniors. You will develop and maximise the capability of your team members, providing them with opportunities to grow their skills, knowledge and confidence.

You and your team will have the professional support of Principal Policy Analysts to ensure the work is of a high standard and complex processes or strategic issues are well managed.

The team sits within the Disability, Seniors and International policy group, alongside the Office for Disability Issues, the Office for Seniors, the Disability Policy team, Enabling Good Lives Waikato, and the International Policy team.

The role will report to the General Manager of the Disability, Seniors, and International Policy group.

Things we are looking for in applicants

  • Experience leading in a strategic environment and building relationships across a variety of stakeholders
  • Experience producing and recognising high quality policy work
  • Experience developing and managing high performing teams, with a focus on fostering a supportive team culture
  • Developed skills in building the performance of individuals through coaching and attention to professional development
  • An appropriate tertiary qualification or considerable, relevant practical experience
  • Knowledge and confidence in one or more areas of social policy
  • A good understanding of policy implementation and the issues likely to impact on it
  • Commitment to further strengthening the Māori / Crown relationship in ways such as building your own and your team's competencies in Te Tiriti analysis, employing appropriate engagement methods and consideration / application of frameworks such as whānau centred and Kaupapa Māori
