Chief Adviser, Retail Payment System

The Commission is going through an exciting period of growth, driven by increases in its functions, duties and powers, and supported by additional Government funding.

Our Economic Regulation Branch is looking for a Chief Adviser to bring technical leadership to the team responsible for a soon to be established retail payment system regime.

This is a permanent position, based in our Te Whanganui-a-Tara, or Tāmaki Makaurau, office with flexible working options available.

Mō te tūranga About the role

You’ll work in our Economic Regulation Branch where our aim is to ensure the performance of regulated businesses and markets produce long-term benefits for New Zealand consumers.

Reporting to the Manager, Retail Payment System, you will play a critical role in establishing our new retail payment system regulatory regime, and shape how we undertake this new role.

Key responsibilities of this role initially include clarifying our priorities, leading aspects of our implementation work programme, and implementing the initial pricing standards applying to Visa and Mastercard credit and debit payment networks.

You’ll also be integral to shaping our engagement with key stakeholders.

This is an opportunity to make a real difference for consumers, as surcharges for retail payments are a significant expense across the economy.

We believe improved competitiveness and efficiency in the sector will lead to better outcomes for consumers.

As a key leadership position within the team you will play a key part to ensure that the retail payment system is competitive, efficient and capable of supporting continued innovation for the benefit of consumers, businesses and the broader economy.

With a solid understanding of the retail payment system from the financial or technology side, you’ll be able to identify the key issues affecting merchants and consumers.

Known as a thought leader and systems thinker, you’ll help shape and drive our work to reach successful outcomes for all.

You will also have :

  • natural leadership as well as team player abilities developed in a multi-disciplinary environment
  • well-honed skills in strategy and policy development
  • strong analytical skills and a good understanding of the principles of economic regulation
  • excellent written and presentation skills
  • effective relationship management and engagement skills and be used to working with a wide range of stakeholders
  • a relevant tertiary qualification or equivalent experience.
