Role Type : Permanent and full time

Location : Wellington City

Salary Band : $210,000 to $230,000 per annum depending on skills and experience of the successful applicant

Kōrero mō te tūranga - About the Role

Reporting to the Chief Financial Officer, the Head of Strategic Finance is responsible for the development and refinement of the Ministry's long-term strategic financial plan, covering a minimum period of 4 years.

The role works with the CFO, the Strategy Directorate and the Head of Finance Business Partnering to contribute to the development of the Ministry's key planning and performance accountability documents, ensuring that these documents meet statutory and Government requirements.

Key responsibilities will be :

  • Lead MPI's long-term financial planning process, by actively engaging, challenging, and working with senior leaders to assess financial performance and address financial risks
  • Assist in delivering a financially sustainable organisation, embodied in our strategy, business plans and forecasts by translating medium- and long-term organisational strategy, into financial targets
  • Lead and manage the delivery and approval of MPI's Estimates and Supplementary Estimates
  • Develop and operate an approach and framework to embed value for money plans in business unit plans
  • Develop, implement, and refine the capability to track and monitor Ministry-wide cost pressures and financial management plans to resolve any resulting financial risks
  • Provide an in-house consultancy / advisory service that assists the Finance & Procurement Directorate to lift capability through skill development, and optimise business processes through providing tools and expertise to the Directorate
  • Lead quantitative modelling efforts to quantify revenue / cost recovery, cost pressure, cost savings and efficiency-related initiatives

    To be successful in the role you will have a previous track record of achieving results, effectively mapping, presenting and communicating complex financial information, and building and influencing positive stakeholder relationships.

    You will also be highly analytical and possess intellectual curiosity, with a strong attention to detail, and possess the ability to maintain a clear focus on long-term organisational and financial goals.

    You will need the following skills and experience to be successful :

  • Tertiary qualification and / or MBA, with over 10 years' relevant experience
  • Previous track record of successful strategic leadership and management, with high-level strategic capability and ability to maintain a clear focus on long term organisational and financial goals
  • Experience in managing relationships with internal and external stakeholders with demonstrated management success in building relationships and gaining the support and participation of key individuals and groups
  • Significant experience in leading the delivery of proactive business and financial advice in a public sector and / or commercial environment.
  • Solid understanding of and experienced in the development and implementation of value for money (value management) frameworks
  • Capable of solving complex business problems and able to distil complex issues into structured frameworks and concrete action plans

  • most preferably a NZ citizen, who has resided continuously in NZ for at least the last five (5) years , OR
  • is a citizen of, and / or has resided continuously in one or more of the following countries for the last five (5) years : either Australia, Canada, NZ, the United Kingdom (UK) or the United States of America (USA);
  • and has a background history that is verifiable and can be assessed as appropriate by the NZ Security Intelligence Service (NZSIS) towards a recommendation of suitability for a security clearance at this level.
