    The team works at the nexus of strategy, data analysis, research and investment. We are multi-disciplinary team with expertise in policy, finance, strategy and governance.

    We are looking for a Senior Advisor to complement the team with their analytical capacity, relationship skills, networks and capacity to think strategically.

    The Senior Investment Advisor, will contribute to analysis to inform investment decisions that are framed within the DHB’s digital and data strategy as well as the Government’s Living Standards and Wellbeing frameworks.

    This includes taking a whole of system perspective and a life-time view of system users to enhance health outcomes.

    This role would suit ambitious and talented professionals with a solid background in public sector investment, experience with Investor Confidence Reviews, and an understanding of the challenges of ICT investment.

    We are particularly keen to engage with progressive and creative professionals that can apply analytical tools and frameworks to help address the systemically complex issues we are grappling with.

    The ability to write executive briefings and papers for the board is highly desirable.

  • Create and maintain investment framework, standards, guidelines and policy.
  • Develop and maintain the ICT long term investment plan.
  • Manage and maintain the ICT capital plan.
  • Management of the annual capital planning process for 3DHB ICT.
  • Review and report monthly on ICT portfolio, programme and project investment performance.
  • Writing proposals, decision papers and reports for various governance groups such as Finance, Risk, and audit committee, and external agencies such as the Ministry of Health and Audit NZ.
  • Preparation of investment reports to National Health IT Board, Ministry of Health, GCDO and other external agencies.
  • Broker co-funding and strategic partnerships with a range of government and non-government actors
  • Identify and recommend ICT initiatives likely to achieve outcomes that enhance healthcare outcomes across the greater Wellington region
  • Skills and experience

  • A tertiary degree in a relevant field or equivalent knowledge, skills and experience.
  • Experience of central government investment processes
  • Managing a capital plan that spans 10 years
  • Financial analysis of investments using standard frameworks including CBAX
  • Knowledge of quantitative data analysis tools and techniques
  • Knowledge of forecasting tools and techniques
  • Experience with developing and assessing business cases
  • Experience of building and maintaining effective stakeholder relationships
  • Experience and knowledge required for effective performance in the position :

  • The ability to view and articulate investment in the health sector
  • Government strategy and investment frameworks
  • Social investment frameworks
  • Delivery of ICT outcomes with different delivery methodologies
  • Leading strategy formulation and / or outcome development, performance measurement, planning and reporting
  • Relationship management, demonstrated by establishment and maintenance of a range of effective networks across and within organisations
  • Communicating with a wide range of audiences on complex issues to a high standard

    3DHB ICT Department supports ICT operations for the three greater Wellington DHB’s (Capital & Coast DHB, Hutt Valley DHB and Wairarapa DHB)

    Capital and Coast DHB (CCDHB) is located centrally in Wellington and has over 6,000 full-time equivalent staff, making us one of the major employers in the Wellington region.

    CCDHB operates two hospitals Wellington Regional Hospital in Newtown and Kenepuru Hospital in Porirua as well as the Kapiti Health Centre at Paraparaumu.

    The Mental Health, Addiction and Intellectual Disability Service (MHAIDS) spans three DHBs - Wairarapa, Hutt Valley and Capital and Coast DHB’s and includes local, regional, and national services.

    The local MHAIDS services are provided from multiple sites within the 3DHB sub-region greater Wellington, Hutt Valley and Wairarapa.
